Abstract: Based on the criteria, content and practical implementation of emergency plan for nuclear power plants in China, this paper analyzed the emergency response actions taken in emergencies, the characteristics of each emergency response action and the sequence in emergency response action implementation, and put forward the content and the process of the implemention procedure for local official nuclear emergency response, which designated the organization authority, personnel responsibility, material distribution and prior item of local government.
