Compiling of References in Standard

The file quoted by the standard can be divided into two kinds: normative quote and material quote. All the normative quote file, whether it is dated file, or non dated file, shall be listed in "normative quote file" in the second chapter. All the material quote file, whether it is dated file, or no dated file, may be listed in standard "reference documentation", or may not be listed. When quoting files, we shall note that the material quote file, unavailable file and referenced standard or file shall not be listed in "normative quote file . Generally, the quote file in standard issue shall be the latest edition. If the new edition is issued, its applicabil-ity shall be considered.
