Abstract:
The signification and application of PDCA (Plan, Do, Check, Act) in scientific research project management (SRPM) are discussed. Based on the characteristics of research activities and staff, practical methods of PDCA in SRPM are put forward. The four principles of SRPM are also analyzed, i.e., focusing on cognition, attaching importance to expert, sparkpluging academic freedom, and sticking to fact.

Abstract:
PDCA Circulation (Plan, Do, Check, Action) is applied in quality-control management during the welding process of Titanium alloy steam generator pipe. The weld defects is controlled effectively and the ratio of certified weld rose steadily, which achieve its target( 90%). Experiments and engineering application show that, if the process-control could be carried out according to the PDCA circulation, activity which affect quality could be ensured to be controlled effectively without being omitted, and finally, steadily and dependable manufacture technics could be formed so that the quality of products can be improved perpetually.

Considering the tasks undertaken or to take by the organization, the principle to follow and applicable code for the establishment of quality assurance system shall defined, training of related leaders, directors and main staff on the codes shall carried out, its quality principle and objectives shall defined, and the activities to be completed or controled and their relevency and the difficulties in implemenatation and management shall be determined. One the activicites are defined, the organization to implement the activities shall be established and its responsibilities and interfaces shall defined, and its system documentation shall be developed and issued. During the operation of the system, it shall be evaluated, maintained and improved continueously.

Site quality management of an engineering project of NPIC was introduced in this paper. Requirements on organization and management, interfaces, and management of interior and exterior communi-cation were put forward, by description of quality planning, process management, process monitoring and summarization for the engineering projects. By the management of personnel, specifications and procedures, and the control of equipment, material and work surroundings, not only the safety is ensured, but also the quality and schedule of the engineering project were guaranteed, and so the expected quality goals were achieved.

Abstract:
According to the work requirement of the related laboratory quality surveillance in ISO17025, this paper analyzed and discussed the issued ignored in the laboratory quality surveillance. In order to solve the present problem, it is required to understand the work responsibility in the quality surveillance correctly, to establish the effective working routine in the quality surveillance, and to conduct, the quality surveillance work. The object in the quality surveillance shall be "the operator" who engaged in the examination/calibration directly in the laboratory, especially the personnel in training (who is engaged in the examination/calibration). The quality supervisors shall be fully authorized, so that they can correctly understand the work responsibility in quality surveillance, and are with the rights for "full supervision". The laboratory also shall arrange necessary training to the quality supervisor, so that they can obtain sufficient guide in time and are with required qualification or occupation prerequisites.

Document management is one important part of systematic quality management, which is one of the key factors to ensure the construction quality. In the engineering construction, quality management and document management shall interwork all the time, to ensure the construction quality. Quality management ensures that the document is correctly generated and adopted, and thus the completeness, accuracy and systematicness of the document satisfy the filing requirements. Document management ensures that the document is correctly transferred during the construction, and various testimonies such as files and records are kept for the engineering construction and its quality management. This paper addresses the document management in the engineering construction based on the interwork of the quality management and document management.

Based on the real conditions of the institutes, the management procedures for software test, evaluation specifications and implementation regulations shall be developed,and the construction of work team and technology innovation shall be enhanced,thus to establish the software test platform into a specialized service platform. Institutional system shall be established for the software test platform, to allow it plays important roles in the information construction. For example, it is compulsory that no computer software is allowed to run online unless it has passed the test on the platform.

A serious non-conformance in the support and hunger design was found during the construction stage in a nuclear power project. In the view of quality management, the origin for the non-conformance is that the design process was not controlled properly and the design result was given without validation. Several experiences are summarized, such as the enhancement of the management level for various leaders and quality consciousness for all staff, the improvement of process management and training scheme, and paying more attention to the communication with the purchaserand the informationization construction in the design work, to ensure the traceabilit of the design and development.

Abstract:
Irradiation surveillance tests of RPV materials for NPP include withdrawing and transportation of surveillance capsule, disassembly of capsule and cutting of dosimeter blocks, inspection of thermal monitors, impact and tension test, long-term storage and inspection of surveillance specimens, and etc. Quality control of surveillance tests is achieved by process quality control,and the key to quality control is not only perfect procedures, well trainning and process control, but also continueous improving.With good quality control, effective and reliable data have achieved on more than 700 irradiated samples from all 10 surveillance capsules, of which credibility is more than 95%.

This paper introduces the strict quality control in the measurement of reactor fuel burnup in NPIC, in terms of personnel training, improvement and optimization of test scheme, selection and accurate measurement of reagents, and monitor and control of enviroment radiation. This paper analyzes and evaluates the uncertainty of measurement result of working Plati-num-Rhodium10 and Platinum thermocouple level Ⅱ by double pole method. It presents the thermo-voltage expanded uncertainty and corresponding temperature span of measurement result when confidence level p= 0.95. The estimation result shows that the temperature corresponding to the expanded uncertainty of the thermocouple is between 0.6℃ and 1.9℃.
