Management of Attractive Quality in Scientifi Research Institution

This paper is based on the analysis to the insufficiency of modern quality management as a starting point, proposes development connotation and significance of the attractive-quality by quality-management. And explains some work must be develop on the attract quality by the Advanced relations of go -ahead’s quality. Gives some suggestions of development the attract quality method to "R＆D" institution.
